Poor work and irresponsible

We paid £1650 for the monoblocks which approximately measures 10-11 sq meters in autumn last year (9 months ago). He promised to dig up and to lay enough foundation. Since 2 months ago, weeds grew out from under surface indicating there is no enough foundation compacted as I was promised. I have contacted Mr Lowe to rectify that. However, He said "this is Scotland and weed are going to grow" which is totally unacceptable and irresponsible. All I expected was value for money service. I was not around when the actual work was being done. I paid them by cheque full amount despite I was not entirely happy with their finishing. It is now very clear They haven't done the work they have promised to do. This website doesn't allow me to upload the photos taken of their poor workmanship.
